Excerpt: The findings of the investigation revealed that the DCS-based antisurge control was slow with a flow-based primitive control strategy that was unable to prevent the PAC from surge, which the end user estimated happening quarterly on average, sometimes resulting in tripping the PAC. The DCS-based antisurge control posed a safety threat to the plant personnel and the PAC by failing to open the blowoff valves when the PAC was surging with a low flow and heightened compressor discharge pressure, which prompted the operator’s manual intervention.
